CalRecycle Confirms It Received CAA's California Plan and Has 75 Days to Act

CalRecycle’s SB 54 page says it received Circular Action Alliance’s producer responsibility plan on October 13, 2026 and has 75 days to review it for compliance. Under 14 CCR 18980.6.1(b)(2), CalRecycle acts within 75 calendar days of receipt, and 75 calendar days from October 13 ends on December 27, 2026. CalRecycle’s Advisory Board meets on November 6, 2026, from 10:00 a.m. to 4:00 p.m. at CalEPA headquarters in Sacramento.

What this means for you: CAA’s preliminary 2027 California rates stay non-binding until CalRecycle approves the plan, so watch the CalRecycle SB 54 page for its decision. See the California page.
