Maine Sends a Revised Stewardship Organization RFP to State Procurement and Rules Out 2025 and 2026 Reimbursements

Maine DEP said on October 28, 2026 that it has revised its Request for Proposals for a Stewardship Organization, using feedback from organizations that chose not to bid on the first one, and has sent it to the Office of State Procurement for review and posting. DEP said it will provide a new implementation timeline after it contracts with an SO, and it said no municipal reimbursements will be paid for material recycled in 2025 and 2026. There is still no system for producers to register or to claim an exemption.

What this means for you: Maine has no producer registration, report, or fee due yet. Once an SO opens start-up registration, producers will have 90 days to register, so watch for DEP’s notice that the RFP is posted and later that a contract is signed.
