Interchange 360, the CDPHE-approved program for automotive lubricant packaging in Colorado, has posted its Colorado Producer Eco-Modulation Guidance (October 2026). For the 2027 data year it takes 5 percent off base dues for each packaging material category that averages at least 25 percent post-consumer recycled content generated in North America, for products on its Applicable Products List. The CDPHE bonuses also apply, at 1 percent each for Local End Use, for an approved case study from July 1, 2027, and for on-package sorting instructions from January 1, 2029. Interchange 360 says there are currently no penalties.

What this means for you: if your motor oil or antifreeze containers average 25 percent or more North American recycled content, gather third-party certification for plastic or mill attestation for metal and fiber, and claim the bonus through Interchange 360; renewals are due by January 31 each year.
