Each table lists every reporting category in a state’s 2027 schedule beside its 2026 rate, in cents per pound. Changes show as a percentage, as a multiple where a rate at least quadruples, or in cents where a rate starts at or crosses zero, and falling rates are in green.

Oregon rates fall in 58 of 62 categories, mostly from reserve credits

Three rates rise and one is unchanged, for a median change of −48%. CAA is returning about $80 million of program reserves and $3 million of previously collected SIM fees through 2027 rates. Before those credits, base rates changed a median −7%, and 22 of 62 are higher than in 2026.

Colorado dues rise in 44 of 61 categories

Dues fall in 13 and hold in four, for a median change of +14%, and +19% on the Minimum Recyclable List. The final dues include Colorado’s passive eco-modulation, shown as the difference between base and final dues. The highest rate in any of the three 2027 schedules is Colorado’s 209¢ per pound, on PS (#6) - Expanded/Foamed Hinged Containers, Plates, Cups, Tubs, Trays, and Other Foamed Containers and PS (#6) - Colored Expanded/Foamed Cushioning.

California prices all 95 categories separately, at preliminary rates

The rates are non-binding until CalRecycle approves the program plan. The 2026 early fee charged six class rates, and each 2027 category is compared here with its class. The 68 categories with a plastic component also pay 3¢ per pound for reuse investment and 26¢ per pound for the Plastic Pollution Mitigation Fund on the weight of their plastic parts, plus 0.1¢ per plastic part. The plastic category rates below include the per-pound fees, at 37¢ to 59¢, and the other categories show the base fee.

Oregon adds two categories, and California now prices each one

Oregon

Two rows are new in 2027, and neither carries a reserve credit. Other Paper Packaging - Molded Pulp Food Serviceware, at 43¢, was reported as Other Paper Packaging at 8¢ in 2026, and Plastic - Small Format - PE and PP caps and lids, HDPE package handles, at 41¢, was reported as Plastic - Small Format at 28¢ in 2026. What remains in Plastic - Small Format moved off the PRO list, and its rate went from 28¢ to 78¢. The other rows carry over, and the 2026 SIM column is replaced by two reserve-drawdown columns.

Colorado

No category was added, dropped, renamed, or moved between lists, so all 61 rows carry over.

California

The 2026 early fee charged six classes. The 2027 schedule prices all 95 covered material categories with the codes used in the early fee’s Table 2 and the June 2026 draft, and it adds the reuse and mitigation fund fees on plastic parts. The small plastic category (25_P47P) is listed under Plastic - Other in 2027.

Oregon’s flat fee falls and Colorado’s flat dues rise

Small producers in both states can pay a flat amount instead of reporting material by material.

Washington early fees

CAA also published a 2027 Washington Early Fees Schedule on October 1, 2026, with eight per-pound rates by material category from $0.002 to $0.030. It has no 2026 counterpart, and it gives no invoice date and no supply-data year. The rates are on the Washington page.

Frequently asked questions

Why did Oregon's packaging EPR fees go down for 2027?
CAA is returning about $80 million of program reserves, plus $3 million of previously collected SIM fees, through reduced 2027 rates. Oregon's final rates changed a median −48%, but before those credits the base rates changed a median −7% and 22 of 62 were higher than in 2026, so the base rates are the better guide to later years.
How much did Colorado's EPR dues change for 2027?
Dues rise on 44 of Colorado's 61 reporting categories, fall on 13, and hold on 4, a median change of +14%. The dues include Colorado's passive eco-modulation and are invoiced 50% in January and 50% in July 2027.
Are California's 2027 EPR fees final?
No. CAA published them on October 1, 2026 as preliminary rates, non-binding until CalRecycle approves the program plan. Each covered material category has a base fee, and a category with a plastic component also pays a reuse investment fee and a Plastic Pollution Mitigation Fund fee on the weight of its plastic parts, plus a fee per plastic part.
Which Oregon categories changed for 2027?

Why are some Oregon 2027 rates below zero?
Two final rates are negative, Aluminum Containers and HDPE (#2) - Bottles, Jugs and Jars (Clear/Natural). Aluminum containers have a base rate below zero before any reserve credit, and natural HDPE bottles go below zero after the credit. The schedule does not say how a negative rate is invoiced.
